Got a 2007 25hp EFI 4 stroke a few day ago to replace my 15hp. First day out I could run about 28mph. Motor didn't seem to be running at high rpm. Nex day out it would only run about 20mph. Then this evening I went out and could only get to about 13mph. Even with the handle turned to WOT, engine seems to be at low rpms. With boat out of water the engine will run high rpm in and out of gear.
