I am running an 98 Mercury Force. When I shut the motor off I hear a de-escalating sound as the prop winds down. Lower unit is all tiptop with good oil.

Number Two...When my boat is in nuetral it is moving forward as if I was idling forward.

Shift cable and / or shift shaft and linkages need to be adjusted.----Hurry to a shop to get it set up properly as this can lead to expensive repairs.
 
On the hose, start the motor, then if the prop moves?? try to stop it from spinning.
Be very careful as the blades can hurt!!
You can put a piece of wood on the center of the prop and apply pressure.
If you can't stop it? then somethings wrong with the linkage and neutral safety switch.

What are the rpm's in neutral? The exhaust could be pushing the boat??
What kind of boat? What HP?

If you can stop it? then what's happening is the oil's thick and the shaft turning moves the prop shaft.
What oil?
