2002 Mercury ELPTO 60 2 stroke starts badly after shallow water mode

Hello, I need some advices to solve this probleem. After the engine was staying in the shallow water mode it starts very badly. I must handly pump the fuel every time. Could it be the fault of some valves, or fuel pump will need replacement.

Are you saying it runs badly when tilted up, or does it now run bad after you tilt it back down to normal level?
It would be a good idea for a carb clean and fuel pump diaphragm check.
 
Thanks a lot you'd care. Both option were right: when tilted up it starts very badly and after I tilt it back the engine starts very badly also. May it caused from fault some valves in fuel pump? It seems the fuel flows back to the tank. Sorry my English...
