Sounds like it is running on one cylinder.-------In reverse there is exhaust mixed in the water and the motor does not need to do as much work.----Trouble shooting needs to be done.------Is there spark on both leads ?----Model # is ?

Yes both plugs fires, but do they have to fire at a certain spark
 
Spark plugs are firing! Not sure at the right percentage or if that matters.. getting fuel obviously ideals up correctly but soon as you put it under a load it bogs down
 
I changed the plugs out. Would bad gas cause this or a carburetor? I’m sure your right about one cylinder but how do I check that now
 
So do you have a model # on this motor ?----A 1960 model / a 1985 / model / a 2005 model ?------Pull one plug wire off.------Try and start it.-----Then repeat with other plug lead
