Evinrude OceanPro 150 1998 - balance tubing

They are sealed with O-rings so I would say they pull out.-----And why are you " replacing " them?----What is your motor doing / not doing ?
 
I am rebuilding the carburetors. There are small rectangular gaskets on the throttle body to be replaced for each of the carburetors. On the middle carburetor on the starboard side, the screws that hold the gasket cover are behind the balance tubing. I am beginning to round off the heads of the screws because i cannot get a straight "look" at them. Thank you for your help.
