Using fast idle lever to start warm Mercury 75hp 2 stroke ELPTO outboard

Is it normal that I need to use (in most cases) fast idle lever in order to start my 75hp Mercury 2 stroke ELPTO (2010) outboard after it has sat for 30 min or more after a run? And will sometimes stall at idle when I am pulling up anchor? Restart and then ok after that.
 
Yes that is normal for a carbureted outboard motor. A motor sitting for 30 minutes is a cold motor. You will need to use your cold start procedure.
