Hard to start

I have a 1988 25 hp Johnson (j25eccm) electric start console drive.
When the engine is cold it is hard to start. I don’t know why but the carburetor does not have a choke on it. When I turn the key to the run position and push it in there’s a click in the engine. Any help is appreciated. Thanks Dan
 
It does not have choke plates.----It has an electric primer valve that is proven to be much better that choke plates.----You have to push the key in and hold it in while cranking it over.
