Tohatsu 140 5k rpn

Finally got the boat out with the 140 tohatsu on it, and it's maxing out at 5000 rpm, it's an 18' aluminum bass boat the current prop is a 4 blade 17 pitch power tech, carbs do seem to be opening up all the way any advice is appreciated.
 
Assuming your actual model is M140A2EPTO. Also assuming you have verified the tachometer is set to the correct number of poles, and that you have verified timing and fuel delivery, and are running fresh NGK BP8HS plugs gapped to 1mm.

That motor does best between 5200 and 5700 RPM. So, if everything checks out, it's time to drop about 2 or 3 inches of prop pitch, or go to a 3-bladed prop.
