Is this a problem 1991 Evinrude 50

Hi, I have a 1991 Evinrude 50hp e50beeia on my hands that I’ve just purchased. I’m new to tinkering with outboards so I need a bit of help on knowing if the water squirting out of those two holes I have circled is normal or not. I was about to install a new water pump and decided to check water flow. So I hooked a hose up where the water pump housing would meet the midsection and water started coming out of the side up there where I have circled in red. Thank you for any help!

That’s what I thought at first, but as soon as I hook up the hose the water comes out the side. It’s coming out of the rising water and not the returning water, that’s what got me concerned. I’m no expert this could be normal? Maybe to cool the exhaust, but the exhaust is on the opposite side. What is that hole for anyway? Im probably going to run her up, just want a better understanding. And thanks for your replies!
