703 control question

I just bought and hooked up a 1987 200hp. When I accelerate to about 4000 rpm the control clicks and locks like a cruise control. If I want to decelerate I have to depress the shift button to pull the throttle back. Is this normal? I don't much care for it. Is there some way to deactivate it?

There is something not right, it should not do this, there is no such function on any control box. I am guessing someone has had it apart and assembled it incorrectly.
