What does this toggle switch do on a Yamaha 60hp 2-stroke?

What does this toggle switch do on the starter panel for a Yamaha 60hp 2-stroke? I've never used it and the motor starts fine. And when I press in the ignition to operate the choke, nothing happens. And the motor starts without the kill-switch-lanyard connected. Are these issues all related?

Toggle is choke, lift with key on and choke should activate. If kill switch doesn't operate then it has been bypassed for some reason.
