3.5hp dies at higher speeds when low fuel in tank

On my last outing a couple of days ago, my 3.5hp ran for a bit at high speed (3/4 throttle) for a while but then started to die. I checked the tank and found it to be 1/5 full. It could run at idle or just above idle but would die when throttled up. (The carb was recently cleaned/rebuilt.) So I just topped her off with gas to see if that'd help. And it did. I cruised at a higher speed no problem then.

Does this mean my fuel pump is going bad? I'm assuming a full tank of gas puts more gravitational pressure on the gas as it makes it ways through the fuel lines. Does anyone have an idea what's happening?
