Steering Wheel free play

On my 91' OMC 4.3 GM motor, it seems I have some play in my steering wheel. With the outboard drive down in the water, I had to constantly move the wheel back and forth 20 degrees just to keep the boat moving straight forward. Out of the water, I moved the steering wheel and it seems to respond to the commands quickly like it should do. Any thoughts on where to start?
 
If this is occurring at trolling speeds only, it is is referred to as "bow wonder". With single engine I/Os in certain hull designs, it is almost impossible to eliminate.

Tips:
relax and watch your course.
do not over-correct.
use small helm wheel corrections if need be.

Less operator input is the usual cure,.....
