Can't figure out what this Fastwin 18 part does (Lockout lever)

Assembling my 1970 Fastwin and for the life of me, I can't figure out what the purpose of a plastic part near the pull start assembly does. It is called a lockout lever in the parts manual # 315760
It kinda fits inn a recess in the flywheel, but seems it would be sheared off instantly if any force was put on it.
Hoping the addage "there are no dumb questions" applies to this thread

Look again, it doesn't lock the flywheel, it locks the recoil starter so you can't pull it at high throttle settings. That keeps you from being dumped out over the stern as might happen if you started it at wide open throttle, in gear.
 
Beautiful picture of a beautiful motor, but that isn't a 1970. Similar lockout, but one is operated by the throttle (mag plate) and other is operated by shift lever.
