Johnson 9.9 dieing at full throttle

Hello, I am new to this forum but I have read a lot of threads. I have a 1986 Johnson 9.9 with a 15 hp kit. I put a new carb kit and cleaned the carb. The motor is still very hard to start but after it runs it starts easy the whole time after. It will not run a full throttle but idles perfect. I can pull the chick and it will keep it from dieing but it blubbers and runs bad for a min after. I don’t know what there is left to do, I have adjusted the air fuel ratio new spark plugs new fuel lines. I’m at a loss. Any help would be appreciated.

Try pumping the primer bulb while she's running,this would compensate for a fuel restriction or weak fuel pump
