87 force 50hp no idle but will start with part throttle

I have a 87 force 50 2 stroke. Ran at lake fine put fuel in and it would only idle. Found gunk in fuel tank drained cleaned lines took off carb cleaned replaced fresh gas but now engine will start at part throttle and rev but wont idle. Checked spark checked plugs checked shut off switch. Not sure where to go from here...
 
On the carb below the float is the main jet and up on the side of the carb is another. I was told the one on top acts as a vent and when you change altitudes you have to exchange the jets for big or little as needed. If i have the bigger one in the float bowl it revs and wont idle if i have the smaller one in it idles and wont rev.
 
Change them back.
You can burn a hole in a piston with the wrong jets.

It's not really a vent.
It allows a certain amount of air to mix with the incoming fuel at an idle.

Set the screw on the top at 1 1/2 turn out and adjust in the water and in gear.
