1978 Evinrude 140 won’t build RPM’s

I have a 78 140 that doesn’t want to run right. It’s fine on the muffs, put it in the lake and it won’t build RPM’s. Just pushes along slowly, real boggy. Then every once in a while it will slowly get the rpm’s up, no idea why. Once they are up it clips along great, as long as I don’t back all the way back down to idle speed. If I do I start the process over.
 
Tried pumping the primer ball on the water when it occurred and it didn’t seem to help. I plan to test the compression this weekend.
