67 80hp surging or something please watch video

Video plays okay.

Sounds and looks like the engine is rapidly jumping out of and back into gear.... Have someone watch the gearshift lever on the engine when that is happening.

Thanks and if so what should I need to be looking for then or what to try to fix I should say?
 
First... remove the two screw side plate from the long exhaust housing so you can see the brass shift linkage. Now, holding the engine's shift handle, see if there's play up/down in the linkage. You can also reverse that test, holding the shift connector from moving, then see if there's play at the engine's shift lever. Let us know what you find here in detail... not a generality as some might enter saying... "looks okay" or some such reply.

Ignition switch OFF to avoid accidents...... Turning the propeller by hand (both directions) slowly engage the shift lever of the engine. If when the shifter dog lobes just starts to engage the gear lobes... and if the engagement holds in one direction BUT you can make it slip out to grab the next lobe... that indicates that the lobes are worn and lower unit work is required.

Those type lower units haven't been made since 1967 so if work is required, be sure to have someone experienced do the work if you yourself are not capable of doing the repairs.
