1979 Johnson 55HP keeps running after key turned off

I have a 1979 55HP Johnson. not sure where to start looking to fix this problem. The only way to shutoff is by choking engine. Any ideas would be appreciated
 
While idleing short the kill wire at the powerpack black/ yellow strip to ground if the engine stays running you need a new pack. If it stalls you have wiring issues or a bad ignition switch.
