How do I remove the lower gear housing on a 95 Force 9.9

I want to replace the impeller on my 1995 Force Mercury 9.9 as it has been sitting for a year or so, I bought it used and not sure when it was changed last. I removed the four screws on the lower housing but it don't drop down enough for me to get the the screw to separate the shift linkage.
 
I've tried shifting it in gear and it won't drop more than 1/4". I can see the pump housing through the crack but not the bolt heads or the shift linkage connecting screw. Have tried to use a soft blow hammer also too, and got nowhere. I'm totally at a loss
 
Thanks for all the help. I did finally get the gear housing off. The shaft is stuck in the engine, so I'm using penetrating oil with the engine turned upside down trying to get it in the splines.

That sucks.

I've fixed a few of them.
You might need to remove the power head and apply some heat at the ehd of the crank.

Kroil penetrating oil works really good.
Acetone and trans fluid does too.

Keep it saturated, I use a piece of rag and wrap it and keep it wet.

Then heat and tap on the free end applying pressure to the shaft.

The last one I did a 9.5 67 Evinrude too almost a month to finally get it apart.
Just hope it's just rust and not bent splines, they can be much harder to work free.
