fouling plugs

1986 OMC cobra 4.3 ltr. after long term idling when trolling, eng. floods plugs foul. have set choke, set mixture, but still happens. any Ideas??
 
Rebuild the carb and make sure the wet float is correct. Probably a bad float needle and seat. The plugs should come out a nice toasty brown on the center electrode insulator.
 
Use a vacuum gauge while adjusting the low speed circuits.
The adjustment will be correct at the greatest manifold pressure.
Re-adjust the idle speed, and repeat.
