Default Hydraulic Steering continues indefinitely in both directions.

1996 Stamas 240 Family Fisherman. Hydraulic steering issue. Steering does not work. When turning the the wheel it will turn 3 or 4 rotaions then a slight resistance is felt, then a light "click" can be heard, then it will continue to rotate in the same direction 3 or 4 turns, and then the whole thing starts over again. This happens when turning the wheel in either direction. Question: what part could be broken that would cause this? Boat has sat for 4 years without being ran. Thank you.

either the cylinder is leaking internally or the pump isn't working...
