1994 20hp Evinrude difficult to pull strt

I have just taken this outboard out of winter storage. It is very difficult to pull the recoil. with plugs removed it turns freely.This engine has always run/started well.
>Plugs replaced
>fresh premium fuel
>stored upright
>fogged carb before storage

Thanks for the response. I'm back at the lake Friday to continue. There was oil on the plugs when I removed them. Is there a way to clean this up if that is the case?
