1990 60 HP Johnson Idle Problem

1990 60 HP Johnson outboard 3 carbs. Idles revs and starts perfectly when ran on muffs. When on water dies when you try to shift into gear unless you rev motor before you shift. When running runs good although it does seem to take a while to get on plane and run at full speed, but this may be a prop issue.
Things already done to motor : Eliminated remote oil injector, replaced hose and primer ball,replaced fuel filter, replaced spark plugs, compression test good on all 3 cylinders, ran motor on small remote tank with same issue ( Eliminating on board tank as issue ).
Now at a loss any help would be appreciated .

You have to post the actual compression numbers first.

Do a cylinder drop test on it.

Shocker494 Was an open gap spark test run? Are all cylinders firing? In neutral pull spark plug wires one at a time and observe tach. Sorry boobie did not mean to repeat your post. I read it wrong.
