1994 20hp difficult to pull strt

I have taken this motor out of winter storage and have noted that it is very difficult to pull the recoil rope.Im hoping for some insight as to troubleshooting this problem. Spark plugs out and it is much easier.

any comments are appreciated

We need more info what have you done other than pull the plugs and pull on the rope. Start another thread in the evinrude forum how did you prep it for storage?
