1998 johnson 200 outboard no spark cylinder 1

Ok guys, 1998 johnson 200 hp. No spark on cylinder 1 port side
Compression 100lbs
New carbs
New fuel line
New coils
New wires
New plugs all gapped
New power pack

I have spark on all other cylinders and when I switch the primary from coil 2 to #1 I have spark on 1

Powerpack tested good and is installed correctly and grounded
 
What caused me to see this problem was it would take forever to get in plane and only run 50 mph but during the day after 3 or 4 hours of fishing and moving all of a sudden it will jump on plane and run 70 mph.

Once it starts running good it runs good all day, but it take 3 or 4 moves on the lake
