Mariner 9.9 1987 Loss of power.

I have a 1987 Mariner 9.9 that I've been working on, and have been dealing with this half power, won't reach full throttle issue. I thought I had it fixed after replacing the stator and switchbox, it reved to WOT and was running great. Another trip to the lake, I'm running along full throttle and all of a sudden, like something broke, or got clogged, or someone pulled a plug, it lost full power, and will only run at around half throttle. I'm still getting spark on both cylinders, compression checks out the same as before, and I put a meter on the trigger and it is showing the same reading as before. I thought maybe it was the fuel filter, so I replaced it. No help. I also have a brand new fuel line. Aside from replacing the trigger I'm at a loss of what this problem could be now. I don't know the symptoms of a bad trigger, I believe I'm testing it correctly and getting around 780 ohms, which I think is in spec. Would an engine still run with a bad trigger?
