8hp carb flooding and pouring fuel out

I had the motor attended to by some outboard guys. It wasn't idling or throttling correctly. They took the carb apart and found a missing clip/spring part that was causing the carb to flood out. Got the parts and they put it all back together and got it running right. I brought it home tonight, mounted it to the boat and fired it up. It started up nicely but then I got fuel pouring out of the breather screen and this other "hole" near the top of the carb. I put hole in quotes because i didn't think it was actually a port. i thought it was just an indentation in the carb body but I'm definitely getting fuel out of it!

Now, while it's running, if I remove the fuel line to the tank and the motor catches up to the fuel that's flooded it, then it runs great for a few seconds until the fuel in the lines runs out. Throttles great and everything.

So, safe to say the carb is super flooding, right? internal issue again? carb has to come apart again?
