Default Loosing prime at low rpm

2003 Mercury looses prime at low rpms- runs good at full throttle. Changed the lines and priming bulb from tank to motor. I can keep it running with a few pumps when I hear it stalling. Only happens about every twenty minutes when Iím trolling anyone out there ever have same problem ?
