1963 mercury 9.8

I have a 1963 mercury 9.8 outboard that will not fire. Does anybody have any ideas on troubleshooting?

Pull the flywheel and get new points and condensers. Use a harmonic balancer puller and three long grade8 1/4-20 bolts and washers. Screw the bolts in at least five threads and put enough pressure on the flywheel you feel the bolts may break. Lift up hard on the puller and smack the ram with a hammer. If it dont pop off just leave pressure on the puller spray it with WD and walk away it will eventually break loose. If you do not have a kill switch it is easy enough to install one it make restarts alot easier you dont have to choke it to stop the motor.
