Merc 115 Outboard dies when put in gear

I have a 1979 Mercury 115hp Outboard which runs fine on the driveway in idle and in gear. When I run it in idle in the lake it also runs fine. The moment I put it in gear it dies. It seems that the rpm at idle supports the engine but if I let it idle for any period of time the rpm drops and it dies.
I have had the 6 carbs rebuilt and the dynamiter machine shows everything is alright, I still have this problem.
 
3 carburetors I would say.----Open the low speed mixture needles 1/8 turn at a time and test run again.------On the trailer and in gear is really still neutral as the prop does no work !
