2002 9.9hp EL having wiring harness issue

I bought as used motor that has 2 different color coded harnesses. 1-7 color code from the remote controller (male end) is different from the (female) harness going into the motor 1-7. So I’m not sure if that what’s causing my 20a fuse to continue to blow when turning the start key. I have checked every wire on the engine for wear and grounding. Even tried starting the motor in the garage with all the lights off to see if I could see a spark... nothing!!!
