Water coming from the reverse lock rod boot

Hello, I've got a 1964 Mercury 850 outboard. I've noticed that when it's running on the muffs and water hose that water comes out where the reverse lock push rod boot is, just wondering if this is normal or something I need to address.

There should be a lower unit waterway or vent near that so it is normal. Very easy to plug them up with debris. You may have your water pressure set a bit too high also. You can make a lower unit leak with too much hose pressure.
 
There is a flat head screw I'm not sure what it's for. It's on the opposite side of the oil fill and vent screws. That may be it, I'll check it and see. It's about where those cams are.

That is for a flushing adaptor that was never really used probably all stuffed up. If you look closer there is a set screw type of plug that goes to the cams?
