1980 15 hp evinrude steering

Hello everyone I got a question it might be dumb but I have a motor that I’ve been working on and I haven’t been able to start it up recently due to being very cold in Wisconsin but I can seem to get the motor to turn with the tiller so my question is does the motor need to be running for the engine to turn or am I looking at a bigger problem here. Thank you.
 
Or, Perhaps this is your lucky day? Perhaps there is water trapped in the steering tube and it has frozen in your beautiful Wisconsin weather? Carry it inside and let it warm up and see if it frees up.
 
There is a copilot friction plate if you look under the clamp bracket there is a screw with a spring. Pull the screw and spray WD in the hole that may loosen the upper pivot tube.
