I have a 2007 pontoon /40 hp mercury 4 stroke with tilt and trim.when i attempt to trim the motor up , it comes up but it seems the weight of the boat pushes it back down
 
?------The weight of the boat pushes it back down ??-------------Perhaps check and see if the manual release screw is tight !

I would agree with this as I have a 40HP Mercury 4 stroke EFI and I have no issues with tilt and trim. Also check fluid level according to owners manual
