1963 Evinrude prop shaft oil sead

Hello from a newbie. Ordered a lower unit seal kit for my 1963 Evinrude 18hp. The prop shaft oil seal does not make contact with the shaft. The outside diameter fits properly but the rubber seal portion does not. I assume it should fit snug on the shaft. I got two seals with the kit and they both are the same. Wondering if anyone else has run into this issue. They are aftermarket seals. Thanks and have a great day.
 
Agreed----Let them know they are assembling the kits with the wrong parts.----Maybe they will learn.----Bought this kit online ?
 
Does the prop shaft have a groove cut where the seal sits? If don’t press the new seal all the way on the cartridge make sure it is square to the shaft leave it out 1/32” or so.
