Evinrude E4WCIC not firing

I working on a 4hp evinrude ""barn find". Its not firing. If I put a conductor "screw driver" in the plug wire. I can feel a jolt. one wire seems stronger than the other. There is no spark at the plugs.. I tried a new plugs. What could cause it not to fire?

Clean the points.-----Replace the coils as they are cheap.-----Magneto plate MUST be removed to install wires into the replacement coils.
