86' Johnson 30hp kill switch

Just picked up an 86 Johnny 30HP, good condition overall! Only quirk is, the kill switch button on the tiller handle will only kill the engine if I raise the handle past vertical toward the back of the boat. Owner sais it's done that for years and years. Anyone ever heard of this?

had this problem before. the kill wires are broken where the handle tilts up or down. the wire opens up when down and closes when handle is lifted. to check this pull on each wire here it tilts if it stretches that's where its broken
 
You definitely need to fix it properly part number 0583975 not cheap. Pull it apart and see if you can repair the wires? Solder and shrink tube works the best.
