Removing and adjusting float for m40c carb

Old carb had float valve not seating and was worn. Got a new carb and it's running rich. Can't keep it at idle, smoky at any rpm. How do you adjust the float? Also, how do you remove the float? There is a pin going through it, but it doesn't seem to budge.

First, check the float height by inverting the carb body. The float should rest parallel with the carb casting. If you need to bend the float tab, slide the float pin out (towards the front of the motor) and then Gently bend the tab. The pin comes out one way, and jams in the casting to retain it. We use needle nosed pliers to slide it out. You MUST have the air intake silencer and its cover installed; it is part of the intake system. If the silencer is not installed, the mixture will be off.

Thank you for the reply. Engine purchased without air silencer so that's in the mail now. What is the air silencer cover?
