1948 gale - weak spark Inline tester lights up - plug = nothing

Hi all - I have a 1948 gale / Goodyear 5hp. I have been trying to get this thing to fire but no luck. I have since tested the coils (they seemed ok), condensers are also ok, cleaned points, snipped wires, set air gap to 0.012 (and a little bigger on the 2 leading edges at 0.014)..

New plugs and quick start spray.

The inline tester lights up consistently with each of the 2 wires (its a orange color - weak?).

However when I attach a plug and ground it - no spark between the tips -

I have set mine up according to these instructions (i believe my coil is the TS-TD-20 model without the plug wire moulding, plus its black):

Any ideas?

Also - do I need to have the flywheel cover on to try get it to run or can I try with it open?

Hi yes I have a 47 montgomery ward sea king 5hp outboard model 74gg9012 serial #152352 I put new points in and set this is my first time doing this can u tell me if I need to have it opened all the way or off doing this and how do I know where my hi is located
