Outboard 200 Leak in Lower Level

I Have a yamaha 1999 out board 200 (2 stroke) motor and it has two holes on the lower level.
These two holes are leaking oil; does anyone know what I can do to fix this?

Could I take a picture ?

in condition, I do not see a picture,

It may be that oil sludge?

and, I wonder what is lower level?
