About to add a small outboard to my waverunner s4 kayak

I'm in Hawaii and apparently "all recreational use" boats are required to have an "exhaust muffler."
I don't know if that is something that normally comes on all outboards (@3.5hp) or if it is something I need to buy separately of if it is something that has nothing to do with outboard motors. Nothing I've seen online makes this clear to me. Any advice for this outboard newbie would be much appreciated.

That just means that it needs to be quiet. An outboard have an internal exhaust and push the exhaust through the prop that reduce the sound.

If I am understanding you correctly, I can expect my little outboard to come equipped with what is required and I won't need to buy anything additional? That's great news!
