1978 johnson 115 power trim problem

the two small pistons work fine but the larger cylinder in the middle doesn't work. the motor sounds fine and it seems to e full of fluid. what can I check? thx, chris
 
also I can raise and lower the motor manually even with the side valve closed, seems like maybe the main cylinder is full of air maybe?
 
well I guess I'm going to give up on this unit and buy one off ebay. does anyone know what years the power trim unit is interchangeable?
