Throttle Linkage setting

Found the screw loose holding the Roller Arm to the Roller Arm Hub on my 1998 150 Fast Strike, my question is where should I set the Roller Arm on the Hub. The hub has grooves as though it should be set in a certain location?
 
I retired from OMC in 1991 so I'm not familiar with your engine's design...BUT... this will get your post back at the top of the list..... However, If by "hub" and "grooves", you're speaking of the "Cam" and the "Scribe" marks on it... the throttle butterflies normally should just start to open when the first scribe mark aligns dead center with the throttle roller.
