DT30C very hard to pull start

Hi all
My new to me 2 stroke DT30C is almost impossible to pull start.
compression numbers are 140,140,132.

with plugs out pulls smooth and easy. Being an older motor I'd rather not have to tear into it breaking bolts etc etc.
Is there a solution or something I can try?
I'm 6'4" 250lbs so I should be able to handle this. Sold my Tohatsu 15 and I'd like to get this one working good.

Update checked lower unit not stuck in gear
what's puzzling is how easy it pulls through with no spark plugs.
could it be the rope length?
 
With plugs in there is compression and it takes WORK to compress air to 140 psi.

yup it does but the effort required is far more than most could pull. I'm 6'5" 250lbs. I can lift a 350 long block. I can't pull this suckered fast enough to start it. I'm afraid the rope is gonna break and I'll be stuck on the water.
What's weird is without spark plugs no resistance at all.
