1989 85 hp won't go over 25mph on my bass boat

I have an 85 hp force with no tac hooked up. It's got a 13x17 prop and I only go about 25mph. I know this is way too slow for this motor and was wondering is anybody's had this problem. Thanks in advance.
 
GPS or the speedo on the boat?
The pitot tube on the back of the boat, is it down in the water flow?
Is the tip broken off of the pickup?

Trim@Tilt? or manual tilt?


Compression test? Spark test?

How big is the boat?
Load?
 
I got 24mph using the GPS on my phone. I have tilt and trim.
The boat weighs 1000lbs unloaded. I'll try the spark and compression and get back with ya.
