How to get gear off of tiller rod?

I bought a plastic bearing because the one on the tiller broke, which disabled the acceleration. However, there is a little gear I need to remove from the rod so I can slip on the plastic piece. Any ideas how to get the gear off and back on safely?

Top pic shows a tiny hole.
In that hole i a spring pin/ roll pin.
It needs to be driven through.
They sell spring pin driver sets.
The set come with 5-6 drivers all made to fit the different size pins.
