High voltage output on 1993 175 HP Merc Outboard bad reg

" HI my volatge normally runs around 13-14, now its bouncing up to near 16 on and off for minutes at at time. Is this an indication of a bad voltage regulator? Any harm in not replacing it right away? "

High voltage can damage accessories such as gauges, tilt motors, lights, etc.

The stator might also be damaged if the regulator shorts out.

I have seen cases where the regulator actually began smoking and burned up altogether, along with quite a few wires.

I believe you have two regulators on that engine. You could disconnect the faulty one and run with just one regulator. That would be better than leaving the bad regulator connectd.
