Distributor with 2 different springs in distributor - 1976 Chrysler 360

not able to get over 3k RPM. reliable otherwise.

opened distributor and noticed 2 different flyweight springs. one is much thicker/heavier than the other. Would the previous owner have done that intentionally? See attached.

The two springs are there for a purpose. It has an aggressive first stage of spark advance then the second spring kicks in and slows down the spark advance. Notice the one spring does not do anything until the advance has turned around 10-15 degrees
