Mercury 40 hp bogging down

Hello. I have a 2001 Mercury 3 cyl four stroke outboard. It has recently been acting weird. Firstly, it revs up to almost 6000 in neutral, which means It cannot even be shifted into gear. However, if i start the engine and shift into gear fast enough, i can catch it at 1000 rpm before it revs up. when its in gear, it bogs down, and as soon as i touch the throttle it dies unless i pump the throttle back and forth. when i pump it back and forth the engine runs fine until i move the throttle at all. Once the throttle is touched the engine bogs down and dies. I replaced the fuel pump and throttle and gear control unit recently, which made no change. My thought is that the electronic choke on the 40 is stuck, because when I choke my yamaha 8 it throttles up a lot in neutral by itself, then when i put it into gear it has no power and it dies. I have no idea what to do next.
